Position Overview

 

Western Sugar Cooperative has a challenging opportunity for an experienced Environmental professional at its facility in Scottsbluff, Nebraska. This position is responsible for coordinating environmental compliance in accordance with permits and federal regulation, and leading continual improvement in monitoring and reporting in a heavy manufacturing environment.  This person must be extremely organized and task-oriented in order to lead and drive environmental compliance and sustainability initiatives.  The position will be responsible for the development of strong site-specific monitoring programs for Air, Water, and Waste. With a hands-on attitude, this person must effectively communicate and collaborate with the Environmental Director, Plant Manager, supporting facility Management, and Regulatory Agencies to create a safe and environmentally conscious culture.

 

Essential Functions

 

  • Routinely review and fully comprehend all facility environmental permits and applicable federal and state regulations
  • Evaluate daily compliance with facility Title V air permit limitations using the site’s Data Acquisition and Handling System (DAHS), process historian (dataPARC), and air monitoring records
  • Schedule and develop test protocols for required air emissions testing, performance evaluations, and cylinder gas audits (CGAs) per the site’s Title V air permit and Site-Specific Monitoring Plan (SSMP)
  • Verify, at least monthly, that all required monitoring and recordkeeping is being performed as required by permits
  • Develop, routinely review, and update Best Management Practices (BMP) Plans for all environmental programs
  • Manage routine sampling of wastewater, coordinating activities with the facility’s laboratory personnel and contracted wastewater operator
  • Perform stormwater sampling and monitor quality of off-site discharges in accordance with permit
  • Coordinate the effective implementation of the site’s Spill Prevention Control and Countermeasures (SPCC) Plan
  • Routinely audit environmental programs to identify gaps, and lead initiatives to improve areas of deficiency
  • Provide permitting guidance to facility Management for the construction of new equipment and expansion and/or modification of operations
  • When necessary, collaborate with all internal and external stakeholders, including Management, Regulatory Agencies, public officials, neighbors, and local emergency planning committees, to uphold the company’s reputation and standing in the community
  • Facilitate new hire and ongoing training for employees in accordance with internal best practices and permit requirements
  • Ensure all compliance deadlines and necessary corrective action are met in a timely manner
  • Identify when prompt notifications to Regulatory Agencies are necessary, and prepare and submit notifications in a timely manner, with oversight from the Environmental Director
  • Prepare or coordinate the submittal of all routine environmental reports including: Discharge Monitoring Reports (DMRs), Annual Stormwater Report, Biennial Hazardous Waste Report (if necessary), Title V Semi-Annual Deviation Reports, Title V Compliance Certification, Annual MACT Subpart JJJJJJ Report, Greenhouse Gas Report, Emissions Inventory, Toxic Release Inventory (TRI) Report, SARA Title III (Tier 2) Report, and any other report required by environmental permit or regulation
  • Engage employees in actively participating in Environmental improvement projects
  • Prepare and manage annual budget for facility’s environmental related expenses

 

 

 

Skill & Experience Requirements

 

  • Bachelor’s degree, with an emphasis in science or engineering
  • Minimum of two (2) years of experience in environmental compliance management
  • Safety leader with exemplary behaviors and leadership
  • Knowledge and comprehension of both Federal and State Clean Air Act, Clean Water Act, and RCRA
  • Proficient in critical thinking and multi-tasking high priority projects
  • Excellent verbal, written, and presentation skills
  • Computer competent (Excel, Word, PowerPoint, and other Office 365 applications)
  • Detail oriented, and proficient in comprehending complex regulatory language
  • Friendly, results oriented, and collaborative
